NCoS DISBURSES ₦1.43 BILLION AS CWIS MARKS 20TH ANNIVERSARY: CGC REAFFIRMS COMMITMENT TO OFFICERS’ WELFARE

The Nigerian Correctional Service (NCoS) has disbursed over ₦1.43 billion to personnel and beneficiaries under the Correctional Welfare Insurance Scheme (CWIS) in 2025, reaffirming its steadfast commitment to staff welfare, financial security and sustainable retirement planning.

The Controller-General of Corrections, Sylvester Ndidi Nwakuche, MFR, mni, disclosed this while declaring open the 2026 CWIS Workshop at the Abdulrahman Bello Dambazau Conference Hall, NCoS Headquarters, Abuja. The workshop, which coincides with the 20th Anniversary of the Scheme, is themed: “Leveraging Insurance as a Game-Changing Strategy for Sustainable Retirement: The Correctional Welfare Insurance Scheme Experience.”
Describing CWIS as a strategic pillar of institutional stability, the Controller-General emphasized that welfare within the Service is a matter of duty and responsibility.

“Welfare is not charity—it is justice,” he stated. “CWIS embodies our institutional promise to stand by our officers in times of crisis and at retirement.”

He noted that over the past two decades, the Scheme has evolved into a dependable safety net for correctional personnel and their families, providing timely support during bereavement, medical emergencies and retirement. The 2025 disbursement of over ₦1.43 billion, he said, underscores the Scheme’s credibility and measurable impact.

“This milestone highlights the value of a professionally managed insurance structure in protecting the dignity and future of officers who serve under demanding and high-risk conditions,” the CGC added.

The Controller-General expressed appreciation to President Bola Ahmed Tinubu, GCFR, for the administration’s sustained support for public service reforms that continue to strengthen institutional welfare frameworks. He also commended the Honourable Minister of Interior, Dr. Olubunmi Tunji-Ojo, for his leadership and commitment to welfare-driven initiatives within the Service.

Reaffirming the Service’s resolve, the CGC assured personnel that NCoS will continue to strengthen and expand the Scheme to ensure that every officer can look forward to a secure and dignified retirement.

In her remarks, the CWIS Secretary, Assistant Controller of Corrections Hannatu Mamman, Esq., described the Scheme as a “fortress of welfare” that has positively impacted numerous officers and their families over the past 20 years. She noted that CWIS has recorded significant growth through enhanced transparency, improved partnerships with insurance providers and strengthened administrative efficiency.

The workshop brought together CWIS Desk Officers and strategic partners to review contemporary insurance practices, risk management frameworks, financial planning models and innovative strategies aimed at sustaining retirement security for personnel. Participants were urged to deepen accountability and ensure the Scheme remains financially viable and responsive to emerging welfare needs.

As CWIS enters its third decade, the Nigerian Correctional Service reiterates its commitment to maintaining a transparent, accountable and responsive welfare system that honours the sacrifices of its officers and safeguards their future.
