The Head of Service, Mr. Bode Agoro, has reaffirmed the urgent need to modernise the Lagos State Public Service Rules to meet the demands of a rapidly evolving administrative environment.
Speaking at a sensitisation session on the draft Lagos State Public Service Rules (2025) held on Monday at the Lagos Airport Hotel, Ikeja, he noted that the 2015 Rules, though useful in their time, no longer fully address the realities of digital transformation, emerging global standards and shifting workplace expectations.
Agoro stressed that the review was a fundamental overhaul aimed at strengthening transparency, improving predictability and enhancing the professional dignity of all cadres of the workforce.
He maintained that the participation of labour unions was crucial, describing them as co-owners of the process and key contributors to shaping a rulebook that protects workers while upholding accountability.
In her address, Chairman of the Public Service Rules Review Committee and Permanent Secretary, Ministry of Establishments and Training, Mrs. Olubusola Abidakun, stated that the draft 2025 Rules were the product of a thorough, collaborative and research-driven effort.
She explained that the Committee benchmarked global best practices, consulted widely with stakeholders and carefully interrogated each chapter and clause of the existing rules to ensure the revised document is both fit-for-purpose and aligned with contemporary governance standards.
Abidakun emphasised that the strength of the new Public Service Rules lies not only in their technical soundness but in the legitimacy derived from an inclusive review process.
She commended the Head of Service for his support and lauded the dedication of Committee members and consultants who worked diligently to produce a robust framework.
The Lead Consultant later provided a detailed overview of proposed reforms in the draft rules, highlighting innovations aimed at improving efficiency, strengthening disciplinary administration, integrating technology into workflow processes and promoting a more supportive and predictable work environment.
This was followed by an extensive interactive session where labour representatives, directors and other stakeholders raised questions, sought clarifications and offered additional perspectives.
The event was attended by members of the Public Service Rules Review Committee, including Mr. Biodun Bamgboye and Mr. Bashir Braimoh; labour leaders representing various unions; as well as Directors from the Ministry of Establishments and Training, all of whom expressed strong commitment to the ongoing reforms.
The sensitisation session is part of the wider process of ensuring that the Lagos State Public Service Rules (2025) emerge as a shared blueprint that reflects the collective aspirations of a modern, professional and globally competitive public service.
