LASG STRENGTHENS DATA-DRIVEN GOVERNANCE THROUGH M&E CAPACITY BUILDING TRAINING

The Lagos State Ministry of Economic Planning and Budget has reinforced its commitment to data-driven governance and improved service delivery with the commencement of a capacity-building training programme on Developing and Implementing an Efficient Performance Monitoring and Evaluation System for Evidence-Based Decision Making and Effective Result Tracking.

The training, which brought together key stakeholders, planning officers and statisticians across MEPB core departments, is designed to strengthen institutional capacity for performance tracking, accountability, and effective delivery of the State Government’s THEMES Plus Agenda.
The Permanent Secretary of the Ministry, who was represented by the Director of Budget, Mr. Femi Orojimi, described the training as timely and strategic, noting its alignment with the State Government’s development priorities across critical sectors including transportation, health, education, economic growth, and governance.

In his remarks, Mr. Orojimi emphasised that achieving the objectives of the THEMES Plus Agenda requires more than planning, stressing the importance of credible data, clear performance indicators, and effective result tracking. He noted that strong Monitoring and Evaluation (M&E) systems are essential for ensuring that government programmes and projects deliver measurable impact and improve the lives of Lagosians.

He further highlighted the need to integrate key planning frameworks such as the Lagos State Development Plan (LSDP), Medium-Term Sector Strategy (MTSS), Annual Budget, and Performance Monitoring Reports (PMR), to ensure that government resources are efficiently translated into tangible and sustainable outcomes.

Speaking at the training, the facilitator, Mrs. Tope Nwoseh, provided practical insights into the principles and application of Monitoring and Evaluation, explaining that monitoring is a continuous process for tracking programmes and project implementation, while evaluation is a periodic assessment of effectiveness, impact, and sustainability.

She stressed that both processes are critical to evidence-based decision-making, accountability, and adaptive management, urging public institutions to adopt structured performance frameworks, relevant indicators, and reliable data systems beyond routine reporting practices.

Also speaking, the Director of the Monitoring and Evaluation Department, Mr. Fouad Oyede, underscored the importance of the training in strengthening institutional effectiveness and improving public sector performance.

He noted that the programme is tailored to equip officers with the skills required to develop performance indicators, establish baselines, and utilise data effectively for planning, budgeting, and programme implementation.

Mr. Oyede further emphasised the need for MDAs to adopt standardised tools such as Performance Indicator Reference Sheets (PIRS), Data Quality Assessments (DQA), and performance tracking templates to ensure data credibility and enhance reporting systems.

He added that strengthening Monitoring and Evaluation systems will significantly improve transparency, accountability, and the delivery of impactful programmes and projects across the State.

The training is expected to deepen participants’ understanding of performance monitoring systems, strengthen data management processes, and promote a results-oriented culture within the Lagos State public service.
